Tymoshenko Advocates Need to Build Small & Average Grain Elevators
Prime Minister of Ukraine Yulia Tymoshenko stands for fastest creating of the program of building of small and average elevators, with free access for the villagers. She announced during the meeting dedicated to the development of agricultural service cooperatives.
“The matter concerns building of small and average elevators which are located logistically correct, with normal access of villagers,” the Head of Government stressed. The issue was raised as this year the Gov’t faced a huge problem that is absence of conditions for storing grain, entailed also by monopolization on elevators.
Yulia Tymoshenko sees two variants in which small and average elevators are to be created. “The first variant is small and average elevators would be built as property of service cooperatives, the second is attracting of investors, on leasing basis or even on the basis of private property, those ready to build such elevators through concluding a model standard contract,” the Premier proposed and added the budget contains UAH 37 bn for these purposes under guarantees of the Government. According to Yulia Tymoshenko, such cooperation will be based on strict conditions and in case the contract is violated the investors will be deprived of property. Moreover, the Head of Government emphasized the agrarians should have free access to the elevators. Also, on accord with agrarians, such elevators can make forward purchases.
“So, there are two directions. And agrarians are to decide, not the Government. Which variant is handy: either to return money for the elevator during 30 years or to have an owner who will come on very strict conditions from the state and from the cooperative and will obtain the right to build this elevator,” the Prime Minister summed up.
