Rada registered Ukrainian State Land Bank draft Law
Verkhovna Rada has registered draft Law¹ 4337 from Apr 10/09 “About Ukrainian State Land Bank,” initiated by people deputy Roman Tkach, member of Our Ukraine-People’s Self-Defense block faction.
As to Tkach, this draft Law is targeted at creation/functioning of Ukrainian State Land Bank as one of main instruments to regulate country land market after agricultural lands sales moratorium cancelling.
As to draft Law explanatory note, this document stipulates notion of Ukrainian State Land Bank, its functions and main activity principles; also, draft Law fixes agricultural producers crediting procedure and procedure of priority right sale for agricultural land plots purchase to assure agricultural goods production/farm economies functioning.
Besides, draft Law also stipulates procedure of Agricultural Lands Reserve Fund forming/usage: thus, in part., draft Law says that Ukrainian State Land Bank can grant (up to Ukrainian current legislation) short- and medium-term credits; as well, Bank can give long-term credits (on mortgage of real estate, up to 20 years) for amount up to 70% of mortgage value of mortgage subject.
