The Second Ukraine - The Netherlands Agricultural Dialogue (UANLAD): Joint Statement

The Second Ukraine - The Netherlands Agricultural Dialogue (UANLAD) took place on April 11, 2025 in Lviv, Ukraine. The UANLAD is co-organized by the Ukrainian National Agricultural Forum (UNAF) and the Netherlands Farmer and Horticultural Association (LTO) with full support and encouragement of the ministries of agrarian policy of both countries. The second UANLAD session was co-chaired by Ms. Maria Didukh, Director General, UNAF, and Mr. Hans Van den Heuvel, Director General, LTO.

The 2nd UANLAD event was opened by the Ambassador of the Netherlands to Ukraine H.E. Alle Dort and senior representatives of the Ministries of Agriculture of the Netherlands and Ukraine.

The Dialogue’s second session was focused on discussing the state of play around future integration of Ukrainian agriculture in the EU Internal Market. The parties shared their views on expected effects and outcomes of the integration of the Ukrainian agrifood sector on the European - including the Dutch - agrifood sectors. The participants discussed the pace and quality of implementation of EU production standards for plant and animal health and animal welfare in Ukraine and cooperation in tackling the spread of animal diseases.

Particular attention was paid to the potential contribution of Ukrainian agriculture to strengthened EU’s strategic autonomy in key agricultural products. With regard to the EU Common Agricultural Policy (CAP), it was discussed that careful elaboration must ensure Ukraine’s integration while maintaining a CAP without loss of efficiency and effectiveness for other member states.

The delegations welcomed the frank, constructive and practical character of the discussions on the topics of common interest for the Dutch and Ukrainian agricultural sectors whose outcomes can be summarized as follows:

1. Integration of the Ukrainian agricultural sector in the EU can have a positive longer-term effect on the EU strategic autonomy for the agricultural products which are essential for the EU food security by enhancing the production of commoddities that are currently underrepresented in the EU.

2. Ukrainian and Dutch agrifood sectors can be mutually complementary, paving the way for a number of synergies to be exploited in specific areas, securing greater competitiveness of the agrifood products of both countries on the European and global markets. In that light LTO and UNAF continue to exchange knowledge on the implementation of EU legislation in Ukraine.

3. The parties agree that in the current challenging circumstances of ongoing russian aggression against Ukraine, maintaining an open but managed EU-Ukraine trade in agrifood products is essential for economic resilience of the Ukrainian agricultural sector and the Ukrainian economy at large. They agree to continue dialogue on quantitative parameters of trade regarding sensitive agricultural products, avoiding market distortion, to be presented to the respective authorities of both countries in the context of a forthcoming EU-Ukraine bilateral trade arrangement in the run-up to the expiry of the EU Autonomous Trade Measures (ATMs) for Ukraine.
