Agrarians were left without state support in the first months of 2018

The agrarians weren't acquainted not only with the draft laws on the use and distribution of state support, but even with the relevant plans of the Government.

Leading agrarian associations appealed to the Prime Minister Volodymyr Groysman with a request for personal meeting to discuss the «agrarian part» of the State Budget of Ukraine for 2018, in particular, new state support programs for agricultural producers and the involvement of leading non-governmental organizations of the agro-industrial complex to participate in the development of appropriate procedures for the use of budget support.

The appeal was signed by the All-Ukrainian Agrarian Forum, the Agrarian Union of Ukraine, the All-Ukrainian Agrarian Council, the All-Ukrainian Association of village and settlement council, the Ukrainian Agrarian Confederation, and the Association «Ukrainian Agribusiness Club».

«The lack of projects for the use and distribution of state support funds means that, as in the past year, the agrarian sector will remain for at least two months without state support. The «quick-fix» adoption of the relevant normative acts without deep and thorough discussion with farmers contributes to the emergence of new imbalances in the distribution of funds or the blocking of their actual use, just as it was with the program of partial compensation of the cost of agricultural machinery and equipment of domestic production in 2017», - it is noted in the letter.

The appeal also states that since the beginning of 2017, leading agricultural associations, as well as the Public Council under the Ministry of Agrarian Policy and Food of Ukraine, have repeatedly appealed to the Government regarding the need to revise the Procedure for the distribution of budget subsidy for the development of agricultural producers and stimulation of agricultural production, so called «quasi-accumulation of VAT». However, the remarks were not taken into account, which led to imbalances in the distribution of the subsidies in 2017.

The relevant associations recalled that the allocation of funds for financing of budget support and restoration of VAT refunds for grain and technical crops was a compensator promised by the Government and Parliament to Ukrainian farmers to replace the abolished special VAT regime. Instead, the recently approved Law of Ukraine «On the State Budget of Ukraine for 2018» abolished the financing of the budget subsidy and introduced the norms of non-refunds of VAT for the export of soybeans from 01.09.2018 and rapeseed - from 01.01.2020.
