Farmers viewed favorably budget and amendments to the Tax Code
Agricultural non-governmental associations of Ukraine applied to Petro Poroshenko, the President of Ukraine, with a request to support legislative instruments approved on December 21 in Verkhovna Rada of Ukraine regarding incorporation of amendments into taxation system and state support for agricultural producers.
The relevant letter was signed by Taras Vysotskyi, General Director of the Association ‘Ukrainian Agribusiness Club’, Andriy Dykun, Head of the All-Ukrainian Agrarian Council, Head of the National Association of Sugar Producers of Ukraine ‘Ukrtsukor’, Hennadiy Novikov, Head of the Agrarian Union of Ukraine, Mariia Didukh, Acting General Director of the Ukrainian Agrarian Confederation, Liubomyr Dykun, Vice-President of the Association of Milk Producers of Ukraine, Artur Loza, Head of the Association of Pig Breeders of Ukraine, Serhiy Karpenko, General Director of the Association ‘Union of Poultry Breeders of Ukraine’, Dmytro Kroshka, Head of the Association ‘Ukrsadprom’.
In particular, the approved documents stipulate allocation of the annual state support for the agricultural sector of at least 1% of the agricultural GDP within five years, appropriation in general fund of the State Budget of Ukraine for 2017 the amount of UAH 4 billion to support livestock production breeding, horticulture, viticulture, vegetable growing, poultry breeding as well as to implement unified register of applications for VAT reimbursement.
‘Especially important is a fact that the support will be provided to all types of farms regardless of the size, and assistance will be aimed at stimulating manufacture of products for the domestic market of Ukraine. Therefore, introduction of these state support mechanisms will enable to avoid significant increase of prices for food stuffs which could occur in consequence of canceling the special tax regime. Another equally essential point is preservation of employee’s position since the state support will be directed to the branches of agriculture sector providing the highest employment of rural population’, stated in the application letter.
Thus, the agricultural associations applied to the President of Ukraine to sign the following laws adopted by Verkhovna Rada of Ukraine at the earliest possible time: No.5131 ‘On Amendments to Budget Code of Ukraine (concerning improvement of budget drawing-up and execution)’; No.5132 ‘On Amendments to Tax Code of Ukraine to Balance Budget Revenues in 2017’; No.5368 ‘On Amendments to Tax Code of Ukraine (regarding improvement of investment climate in Ukraine)’; No.5000 ‘On State Budget of Ukraine for 2017’, effectiveness of which will ensure sustainable development of the agricultural branches in Ukraine as well as the state economy in general.
